PMDC Registration Guide for Foreign MBBS Graduates — You are reading Article 1 of 5. This series takes you from understanding what PMDC is, through registration documents, to what happens after you pass the NRE.

What is PMDC — Pakistan Medical and Dental Council

PMDC stands for Pakistan Medical and Dental Council. It is the official regulatory body of Pakistan responsible for overseeing all doctors and dentists in the country.

Think of PMDC the way you would think of a licensing authority for any professional field. Just as an engineer needs to be licensed to practise engineering, a doctor in Pakistan must be registered with PMDC before they can legally see patients, prescribe medicine, or work in any hospital — public or private.

📋
Doctor Registration
Registers all qualified doctors and dentists in Pakistan and issues unique PMDC registration numbers.
🏫
College Recognition
Recognises and accredits medical and dental colleges both in Pakistan and abroad. Your foreign university must be on their list.
📏
Standards & Regulation
Sets minimum standards for medical education, clinical training, and professional conduct across Pakistan.
🏥
Practice Authorisation
Only PMDC-registered doctors can legally practise medicine, prescribe drugs, or hold a medical post in Pakistan.

PMDC, PMC, or PM&DC — What is the Difference?

If you have seen all three names used and felt confused, you are not alone. Here is the short history:

Name Period Status for You
PMDC — Pakistan Medical & Dental Council Original name, used for decades Still commonly used
PMC — Pakistan Medical Commission Replaced PMDC in 2020 via PMC Act Technically replaced
PM&DC — Pakistan Medical & Dental Council Restored in 2022 via new ordinance Current official name
⚠️ Bottom Line for Foreign Graduates
For your NRE registration, documents, and portal — the process is the same regardless of which name is being used. The portal, exam requirements, and registration steps have not changed in a way that affects you. This guide uses PMDC and PM&DC interchangeably.

Why Does PMDC Matter for Foreign MBBS Graduates Specifically?

If you completed your MBBS in China, Kyrgyzstan, Kazakhstan, Russia, Uzbekistan, or any other country — your degree is from a foreign institution. Pakistan does not automatically recognise foreign MBBS degrees for the purpose of clinical practice.

This is not a flaw in the system. It exists because medical training varies significantly between countries — in curriculum depth, clinical exposure, examination style, and language of instruction. The NRE exists to verify that every foreign graduate meets Pakistan’s minimum clinical competency standard before practising independently.

🚫 Without PMDC Registration You Cannot:
Work as a doctor in any Pakistani hospital (government or private) · Prescribe medication legally · Apply for house job or residency · Apply for international licensing exams (USMLE, PLAB, HAAD, AMC) using a Pakistani registration · Use the title “Dr.” in a clinical context legally
✅ With Full PMDC Registration You Can:
Practise medicine legally anywhere in Pakistan · Apply for house job placements · Apply for FCPS Part 1 and postgraduate qualifications · Use your PMDC number for international exam applications · Work in government hospitals and armed forces medical corps

Who Needs PMDC Registration — and Who Needs the NRE?

Every doctor who wants to practise in Pakistan needs PMDC registration. But the path to registration differs depending on where you studied.

What is the NRE and How Does it Connect to PMDC Registration?

The National Registration Examination (NRE) is the mandatory licensing exam that every foreign MBBS graduate must pass before PMDC grants full registration. You cannot skip it, substitute it, or bypass it with any certificate or experience letter.

It has two separate parts, both of which must be passed:

📝
NRE Step-1 — Theory
200 single best-answer MCQs. Computer-based. Tests applied basic sciences (30%) and clinical sciences (70%). Pass mark: 60%. Prep time: 3–6 months.
🏥
NRE Step-2 — Clinical (CSE)
20 OSCE stations. 8 minutes each. Tests clinical examination, history taking, procedures, and communication. Requires Step-1 pass first.

What Does Full PMDC Registration Give You?

Once you pass both NRE Step-1 and Step-2 and complete the PMDC registration process, you receive a permanent PMDC registration number — your doctor identity in Pakistan for the rest of your career.

🔢
Permanent PMDC Number
A unique registration number that identifies you as a licensed doctor in Pakistan. It stays with you permanently.
⚖️
Legal Practice Authority
Full legal authority to see patients, prescribe medication, and work in any Pakistani hospital or clinic.
🎓
Postgraduate Eligibility
FCPS Part 1, MD programmes, and other postgraduate qualifications all require a valid PMDC registration number.
🌍
International Exam Access
USMLE, PLAB, HAAD, AMC, and Saudi licensing boards all require a valid home country medical licence — your PMDC number.

Frequently Asked Questions About PMDC

Can I practise medicine in Pakistan before getting PMDC registration?
No. Practising without PMDC registration is illegal in Pakistan regardless of your qualifications or where you studied. This applies even if you hold a valid medical licence from another country.
Is my foreign MBBS degree automatically recognised by PMDC?
No. PMDC requires all foreign graduates to pass the NRE before granting registration. Degree verification alone — even from a recognised university — is not sufficient for registration or practice rights.
What if my foreign university is not recognised by PMDC?
If your university is not on PMDC’s recognised list, you cannot apply for the NRE or obtain registration. Always verify your university’s recognition status on the official PM&DC website before completing your degree abroad.
Can I apply for USMLE or PLAB without PMDC registration?
Most international licensing bodies — including ECFMG for USMLE and GMC for PLAB — require a valid home country medical licence. Without PMDC registration, your access to international exams is significantly limited.
How is NRE different from NLE or NEB?
NRE (National Registration Examination) is the exam for foreign MBBS graduates seeking PMDC registration — this is what you need. NLE was the old name for NRE, now renamed. NEB (National Eligibility Board) is a completely different exam for mid-degree students seeking to transfer from a foreign medical college into a Pakistani one. NEB is not required for graduates.
Do I need to pass both NRE Step-1 and Step-2 for full registration?
Yes. Both must be passed separately. You cannot register with only Step-1. After passing Step-1 you have 5 years to pass Step-2 — if you do not complete Step-2 within that window, your Step-1 pass expires and you must resit from the beginning.
